The O-PGL: 79 CD is a Less than Lethal (LTL) grenade launcher. While it does not stun in one shot like the Stun Grenade or the O-PGL 79R, it still does high stamina damage making it a lot easier to stun the target.
LTL weapons cause low physical damage but rather high stamina damage which will force the target to their knees to be arrested. Arresting criminals advances Vigilante progression, which will unlock further LTL weapons, although the OPGL is unlocked at max rank which means that once you have this weapon, you don't need arrests anymore.
