The Chaos Rule Set was a planned rule set in APB where anything goes. If you wanted to join in on or interfere with another APB, attack a rival gang, or constantly go after a particular group of players, you would be able to do so. Having to be aware of any griefers out there. (As in any true Player vs. Player environment)
"Chaos is an experiment for us, its a way for players to go in and actually see the game without any collisions turned off; basically the ability to kill everyone and to shoot at anyone you want in the standard rule environment.
